How to Designate Your SAP in the FMCSA Clearinghouse

CDL drivers must designate their SAP in the FMCSA Clearinghouse before the SAP can report. Here is what that means and how it fits the return-to-duty steps.

If you hold a CDL or CLP, one simple step can hold up your entire return to duty: designating your SAP in the FMCSA Clearinghouse. Until you do, your SAP can’t record your progress.

Why designation matters

The Clearinghouse tracks each step of your return to duty. Your SAP reports two dates: when your initial assessment happened and when you successfully complied with the recommendations. Your SAP can only report them after you’ve designated them in your Clearinghouse account.

How to do it

  1. Create a login.gov account and register as a driver in the FMCSA Clearinghouse
  2. Log in and open your dashboard, where your violation appears
  3. Choose the option to designate a SAP for that violation
  4. Search for and select your SAP
  5. Confirm the selection

The screens are updated from time to time. If you get stuck, FMCSA’s Clearinghouse help resources walk through the current process.

Who reports what

  • You: register and designate your SAP (and your C/TPA if you’re an owner-operator)
  • Your SAP: reports the initial assessment date and the date you successfully complied
  • Your employer or C/TPA: reports the negative return-to-duty test result, which changes your status to not prohibited
  • Your employer: carries out the follow-up testing plan

Common delays

  • Waiting until after the evaluation to register
  • Designating the wrong SAP
  • Owner-operators who haven’t designated a C/TPA
  • Changing phone numbers or emails tied to your login

Frequently asked questions

Do I need to designate my SAP before the evaluation?

It’s best to do it as soon as you choose your SAP, so the assessment date can be reported promptly.

Can I change my designated SAP?

You must complete the process with the SAP who evaluated you. DOT rules don’t allow switching for a different recommendation.

Is the Clearinghouse free for drivers?

Yes, registration is free for drivers.
